Yes you can but make sure your solicitor and your real estate knows about the approval status with council. The real estate agent will advise buyers the situation with council so that they are aware of what they are buying into. In my experience I have found that the investment in time and money in getting the final occupation certificate can help sell the property faster and maybe for a better price
