The majority of apartment complexes in East Perth (and Perth) require an access device (fob/remote/swipe card/pin code) to enter the building.
A number of complexes now have mailrooms within the lobby of the buildings (opposed to external, on the street). Many who had external mailboxes are gradually moving them internally for added security.

If by 'secure foyer' you mean that a passcode, swipecard etc is required in order to access the inside of the building (and therefore people can't just walk up off the street to the front door of your apartment), then yes there are lots. However, I don't know of any apartments in East Perth with doormen, if that is what you are after.
