Long answer: A large portion of Epping has its internet fibre infrastructure built and maintained by "Places Victoria", so as it stands, the NBN per-se is not coming, but an equivalent is already available in many areas. To check the specific address you're after, head to the nbn website here:

However...

Places Victoria recently announced that they are selling off this network infrastructure, so there's a possibility that it may come under the NBN Co arrangement in the near future

As for the current quality and implications of this alternate infrastructure, that's what I'm trying to find out myself!
