The best option to get to the CBD would be via the B-line bus service from the Mona Vale interchange. It takes about 54 minutes from Mona Vale to Wynyard, there are busses running from Monday to Saturday from 04:30am to 11:50pm (busses every 3-8 minutes) and on Sundays from 09:30am to 11:50pm (busses every 8 minutes).
The best option to get to Bulkahm hills via public transport would be a bus, you can get specific via https://transportnsw.info/plan but expect the trip to be circa 2 hours.
