I don't know, but you could try a local history organisation, perhaps the one in Fremantle, to get you started in your research.

Hi Brian. I am pretty sure it will be named after my Great Grandfather Captain Edward BOLT who was a Master Mariner. He arrived in Fremantle with my Great Grandmother Hannah BOLT nee STREET on his ship the "CHALGROVE" in 1883. After his death in 1894, Hannah married Captain William OWSTON. I do have a letter from the Fremantle City Council which says in 1959 The Nomenclature Advisory Committee approved the use of the name BOLT for a future street in Fremantle. This was to hounour PIONEERS. I would now assume this is the one referred to in this letter. There is also another street named BOLT in the suburb of Bullcreek. Not sure if this one is also named after him. Guess I will have to look into that one.
Many thanks,
Freolass
