Anyone know if Bowery Apartment at 14 Fourth Avenue has any big problem with the building? like serious water leakage...Thanks so much

Mate I am also looking to buy an unit in Blacktown area. I have find out 3/5 with flat roof have water proofing issues. I'll recon it will be worth to conduct a building inspection along STRATA inspection.
Building inspection will give you a clear idea if building has any serious construction issues or not. also, it will tell you there is any major work which may come up as a result of poor construction.
Usually building inspection is done with PEST, but I don't think PEST inspection is required for an Unit. you can easily get building inspection done for approx .$300....
