Find affordable living space, wheelchair-, pet- and smokerfriendly

I'm a Swiss citizen and wheelchair-user, wanting to emigrate to amazing Australia. I'm looking to buy (with loan) or rent at least 2 bedrooms for my two adorable kitties and myself. Therefore a garden or secure terrace/balcony would be perfect. As I don't have a car (yet) wheelchair-accessible public transport not too far would be great.
