It depends on where you want to go and where you want to live in Franklin. The main locations in proximity to Franklin are the Gungahlin Marketplace and the Mitchell Industrial area. All three major roads that border Franklin (Gungahlin Drive, Well Station Drive and Flemington Road have on-road bike lanes or concrete paths off to the side. Going through the centre of Franklin on a SW-NE axis is a landscaped creek line that is bordered either side by shared paths (walking and bike). That provides a good conduit for anyone wanting to go to anywhere inside Franklin. If you wish to go the city the easiest route is along Gungahlin Drive heading south (and then on to either the Barton Highway then Northbourne Avenue; or continue along Gungahlin Drive Extension to Belconnen Way and into the city - both have on-road bike lanes all the way in). You can either go on-road or off as their are paths on both. Going to the Marketplace you can either take the long route along Flemington Road, or there is an off-road path on the side of Manning Clark Crescent that takes you out of Franklin. There are also on-road paths along Hibberson Street and the northern part of Oodgeroo Avenue. Traffic in Franklin is light though so the roads are generally safe for bicycles even if there isn't a path.
