What is the best town for services in the Richmond Tweed area?

What part of the Richmond Tweed offers the best services for retirees including medical, shopping and public transport. I am still fit and mobile and like to cycle. Where are there safe and extensive cycling paths? Interested in Kingscliff and surrounding area.
