My favourite spots for camping in VIC are:
1. Mitchell River National Park http://parkweb.vic.gov.au/explore/parks/mitchell-river-national-park.
2. Wilsons Promontory National Park http://parkweb.vic.gov.au/explore/parks/wilsons-promontory-national-park.
3. The Grampians National Park http://parkweb.vic.gov.au/explore/parks/grampians-national-park.

All have amazing scenery, challenging hikes for the more adventurous as well as easier bushwalks.
