Beeliar Dust Issue Update and Grey Sand at Coogee Beaches

Has there been any developments or progress with regard to the Dust issues and the Cement burn off smells? The last update i find online is 2010. Also, does anyone know why the sand is a grey colour in the Coogee beach area?
