Which country town/community would you recommend for artists in Victoria?

I am a landscape painter/ Environmental science student and would love to find a place to settle in with my partner. We are both creative, open minded and are environmentally conscious. We love cold winters, a feel of community with open minded people, local produce and beautiful landscapes to find inspiration in. Do you have any tips? Thank you :)
P.s: we love the central highlands, Gippsland or Otway region
