CTA is consistently slower than the Metra (or driving) but if you're looking for affordable and/or environmentally-conscious transportation in Chicagoland, CTA is your best bet. There are quite a few apps that you could download to your smartphone and be prepared for any delays. :-)

Overall the trains are consistent, but it depends on time of day and whether or not crews are working on the tracks. The addition or ETA monitors on train platforms and smart phone apps have added quite a bit of transparency to the process. Check out a Transit Stop.
