What's the safest, most fun neighborhood to live?

Thinking of moving from LA. I like community, arty stuff, good food and coffee, shops, fun things, etc. Doesn't need to be an urban city feeling. More looking for safety and charm. What would some of the best neighborhoods be for that, if any?
