They're not exactly Downtown, but there's a Shell on Liberty in Over the Rhine between Walnut and Vine.
There's also a gas station that shares the White Castle Lot On W. 8th St. just after you cross over the bridge headed west out of town.
Neither area is the greatest place to be stranded, but they are convenient if you need gas before leaving town.
