Late January/early February always seems to be the coldest. Although, really cold temperatures can sometimes last into early March.

Statistics say January is the coldest month in Cincinnati, but February has always had that snow/cold/ice combo that makes it feel worse. That's not necessarily so in recent months. We're just a likely to have rain as snow and we've had some unusually warm temperatures all year round.
