Macy's has a children's section with formal clothes, but if you don't want to look in a department store, I'd recommend Castle House in Hyde Park. It's a small shop but they sell beautiful clothes and shoes for young kids. My mom bought all the kids' First Communion outfits here as well as various other formal outfits and nice shoes.
