Which neighborhood has more streets that are harder to navigate in the snow?

Besides Mt.Adams, there are some streets in the Clifton/University Heights, etc. neighborhoods that are also difficult to navigate in ice and snow, as well as sometimes during good weather, as well. There are a number of urban neighborhoods that have on street parking and, unless a snow emergency is declared, parking on street during periods of snow is still allowed.
Cincinnati in general can be hard to navigate in the snow and ice because it's so hilly, but I definitely agreed with NatiLady. Some of the streets in Mt. Adams are difficult to navigate even without snow and ice... What makes it worse is that many roads in Mt. Adams have street parking, making it much narrower and precarious.
I'd have to say Mt. Adams. Some of the streets are really steep. They're narrow as well. Add snow or ice and you have a really slippery situation.
