Given that the Civic Center is right next to the Tenderloin, it is not surprising that locals should see it as somewhat dangerous. In terms of San Francisco crime overall, this area is one of the hot spots with literally hundreds of assaults and burgleries in the last six months. Definitely use common sense here (avoid lingering alone on late night streets and always be alert).
