yes and no. The point Breeze area of Philadelphia has been known and being really bad high crime until just a year ago when new development has come in and brought new "acceptable" tenets. It is the most up and coming neighborhood and I would suggest if you have a good price to BUY, do so understanding it will be another 5 years but your property value will surely jump! I wouldn't suggest renting in this area as of now IF you are not already living in Philly
