Apartments at 179 Boundary Road NM, are for sale for cheap. Why?

Alot of apartments are for sale at 179 Boundary Road North Melbourne for very cheap, comparing to the rest of North Melbourne. Why is that? Are there any body corp problems or problems in the area that anyone could help with. Thanks
