Why are homes in Oakdowns not connected for the internet to their closest exchange in Lauderdale?

We had a similar problem in Howrah - Telstra failed to design the exchange with expansion in mind and they cannot currently accommodate all connections. The ISP would have to either split a line so you would have limited speed or run your connection to the next available exchange.
