I can`t find a school for my child!

Hi all!
I found this site while trying to find any help or information online for my situation, and I hope I can find some here!
Here is some info to help you know my situation:

1: My daughter and I are Japanese, and my husband is Australian.
2: My daughter and I will be moving to the gold coast from Japan in December, and my husband will be joining us a couple of months after because of work.
3: We will be on a spouse 2 year temporary visa and will be eligible for work and government schooling when we arrive.
3: We would like to live somewhere near the beach (Palm beach or its surroundings)
4: My daughter is 12,and she does not speak English.

I have been trying to contact so many schools along the coast for a long time now and still have not gotten a straight answer from any, and was hoping maybe someone who has the same experience here or is a local could probably help me better.

She is in year 6 here in Japan, and will not have finished it when we arrive on the gold coast, (Japanese curriculum April to March)but according to the schools since she will be considered 13 (born in 2000), she will have to go to high school (Year 8)and not primary.
But in QLD primary schools are up to year 7, and with her English level, she can`t go straight to high school while skipping a year (! and a half to be exact)...
AND there are not that many schools that offer ESL programs for new arriving children.
So every school I speak to sends me to another, and I am still trying...
The problem is when we arrive in December, everything will be shut, (Aussie curriculum January to December)and I can`t talk to anyone until the following year has already started....

My questions are:
1: I would like to put my daughter in some kind of Holiday ESL center for a month or so when we arrive until the schools open at least, are there any that are government run (free) or t least cheap around palm beach or its surroundings??
2: Which school should I contact that can accept my daughter and help her with her English??
3: Should I be focussed on looking for primary or high school??
4: Are there any Japanese families around that area??
5: Finally and most importantly, Are we making the right decision?, the last thing I would want is for my daughter to be left out in education, or stressed out feeling confused and lost.
6: Will we be ok regardless of all these difficulties?

If anyone has had this experience, or knows what to do, please advise me, because I am afraid that my daughter will have no where to go to for schooling when every school has such a welcoming website
