Going out for happy hour is a good way to meet people in the city. Also, hanging out at coffee shops (not the chain ones like Starbucks) will also get you in front of a lot of new and interesting people.
During the summer when the weather is nice, you can also head out to First Fridays, festivals at Penn's Landing and festivals. There also the old stand by of heading out to bars on weekend nights!
