What apartments are extremely good with dogs, need apartment that has grass and park right outside of the apartment.

Portland currently has a critical shortage of housing, particularly in the central downtown area. In some areas the monthly rental prices for apartments have more than doubled in the last few years. It is rare to find any apartments which will rent to people with dogs. And realistically, unless you live way out in the suburbs, do not expect "luxuries" like green spaces or parks.
