I would say that this is a relatively walkable neighborhood. It is flat and there are some places that are fairly close, so you could in theory walk everywhere.
Most people who live here do have cars however because they commute into the city or down to Palo Alto and South San Francisco. I would definitely keep my car if I lived here.
