Usually there are chili stands in the K-Mart parking lot, off of Elizabeth St. There are usually several stands in this area, as a matter of fact. And don't forget about the two farmers' markets - Midtown Market, Tuesdays and Fridays from 7 am to 1 pm, and the Riverwalk market, Thursdays from 4 to 8. They are always selling and roasting chilis. :)
