It's possible. If we're to believe the census (and we probably should), the town's population increased by 11.5% in the last decade and now has over 5,000 residents. This is definitely a wealthy town as well, so one would think consumers have money to spend and entrepreneurs might have some to invest. (For what it's worth, median household income here is an eye-popping $92,000, which is about $38k more than the statewide average.)
There aren't a lot of restaurants or local businesses in Union Vale *right now* but I suspect that if it continues to grow at its present rate, the demand for other goods and services like the ones you listed will increase with it.
