Bedford is one of Perth's 'best kept secrets' as far as I am concerned. Its only 6 km from the CBD along Beaufort Street and it still has character. If you like older style houses (1940's-1950's), close to the City at still (relatively) affordable prices, I think bedford's the place. Any suburb closer to the CBD is substantially more expensive (Inglewood, Mount Lawley, Highgate) and as Perth grows further, locations closer to the CBD would become more expensive - and this trend has already 'reached' Inglewood, so the progression to Bedford and neighbouring Bayswater is only a matter of time.
