I think Epping has lots of young family and I can see lots of teens but not hopeless like you said. They are tidy and quiet. I could not hear swearing and things like that. I used to live near Box Hill and could see a lot of hopeless teens (not Chinese)

you can find rubbish everywhere. Just need to clean it and the city will be nice. CBD has more rubbish than you think.
