How did Westminster get a better reputation and improve property values after being linked to Balga?

Wesminster is the nicest suburb of the surrounding Nollamara, Balga and Mirrabooka. It is very quiet. It is undergoing a massive refurbishment as well as changing it's name. It is separated from Balga by Reid Hwy, and it's proximity to the city and beach as well as affordable housing means many young professionals are moving in, changing the demographic of the suburb. It also has a lot of nice parks and very little traffic.
