Is the freeway to the city from Balcatta like a car park in the morning peak hour?

The freeway does not really stop during peak hour but has an increased traffic flow for this time only. There is easy access from cape street via the lights.

It normally takes only about 10 minutes to CBD but you could expect 10 minutes more in the peak hour.
