Are there problems with mobile phone reception in Basket Range?

Well, the answer is "Yes" and "No".
If your provider is NOT Telstra or someone using Telstra network, then there is NO mobile coverage for you in Basket Range and in Adelaide Hills in general. Telstra is OK in most places there. You get 3G coverage, which means reasonably fast mobile internet. However, as it is a hilly area there still could be some spots with no mobile network even from Telstra.
