Thinking of moving to Cairns, what are the council rates & insurances for a house approx 350k?

Also thinking of moving north, from Mornington Peninsula, VIC. http://www.cairns.qld.gov.au/about-council/rates,-fees-and-charges shows rates for a $350k home about $2,400, more than twice what I pay for my $500k place here. Not sure about insurance. The city also provides water and sewer, the $242 pa water and $725 pa sewer fees seem a bit steep even though the water itself is a bit cheaper. A rough calculations shows I would pay at least $300 more per year for even low usage. Electricity seems reasonable, particularly the flat rate Tariff 11, $0.29403/kwh plus $0.55241 daily fee GST inclusive. There is no natural gas, but people do use LPG for cooking and hot water, 45kg cylinders that are refilled on site or exchanged. Since LPG is unregulated, I can't find any pricing anywhere for home use.
