There are a few homes in the City of Belmont with Granny flats and extensions. Anything that involves building (pools, granny flats, extensions, etc) does require council approval still to make sure site coverage is not exceeded and also to make sure it complies with current building standards.
Your best bet would be to speak with the council and also look at their website as they do provide some documents about planning requests and details for what is involved with the application for approvals.
