How easy is it to get council permission to subdivide your block in Franklin?

I don't know, but as it is a new area most people either bought off the plan or bought a new/near new construction. The ACT government controls land subdivision (there are no city councils as in other States) and from what I understand the only areas that are generally getting approval for sub-division are on older inner city areas where the government want inner city residential intensification (units, townhouses).
