Whites Hill dog park is big and has large and small dogs in one area. I have found Tarragindi's dog park on Shaftesbury Ave has separated areas and is much better.

There is a very popular dog park on the intersection of Boundary and Cavendish Rd Holland Park near the water tower. Always heaps of activity there and away from residential homes so pet noise isn't an issue
