How's the commute from Belgrave / Dandenong Ranges to Melbourne CBD?

I'm looking to move to Belgrave - or nearby suburbs - with my family.
How is the commute by car to/from the CBD? How long does it take each morning/evening?
Or would people recommended the train over car? Are the trains on the Belgrave line reliable or are they prone to delays and cancelled services?
