I would be looking at the streets closest to the Harbour views, it is the views that count there. Lower Fort Street has been a wonderful place to live, you can walk to the bus stop on Argyle or Hickson and you have the Harbour views. I left my doors and windows open for years here and no trouble at all. Security guards everywhere all the time. Each street has a story here and I'd go for a walk to see it for yourself. Cumberland St is probably best for Harbour views maybe?
