Apparently the country's best pizza is in Phoenix! But we did win the East Coast division with Williamsburg-based Motorino.

He may be a Bronx native, but his store is in Phoenix. If they rated the store based on location, Phoenix overrides NY. But if they rated the place based on best tasting pizza, I would say the man would have the honors, not necessarily the store itself. And since he came from the Bronx, that give kudos to the Bronx.
In reality, both places win, because Phoenix enjoys a great pizza, and the Bronx enjoys having had one of its own make the best pizza.
