I am thinking of moving to Norman Park or Newport in Brisbane. Is one area better ?

I am thinking of moving to Norman Park however it was mentioned Newport is up and coming . But I was wondering as I am not from brisbane which is the better area to bring up family (School Shops Facilities Professional Families etc). Is newport 'Bogan' area poorer than Norman Park
