There are no volunteer opportunities directly in Northern Liberties that I know of, however they have a community center run by the NLNA (Northern Liberties Neighborhood Association). They should be able to help you with direct involvement within the neighborhood. I do know that the Philadelphia Zoo and University City Hospitality Commission offer good volunteer opportunities for teens.
