There is no safety externally. All actions you attract are from your personal Karma. There are no "safe" neighborhoods as crime can happen anywhere if your Karma ripens in that way. Be giving, non resistant, kind ,loving ,compassionate and ALERT and you will be "safer" as these actions improve your merit.
