Yes, public transportation from Ocean Beach in San Francisco is okay. Actually more than okay, especially compared to Los Angeles. Several lines will take you there and back. You have light rail on Judah, and Muni lines on Noriega and along Balboa (as well on both north and south sides of Golden Gate Park).
