To get downtown there are several bus lines. There's the 2 Clement, the 5 Fulton, the 31 Balboa, and the 38 Geary. The Geary bus runs most frequently and has express options which get you to and from downtown more quickly. Happy travels!

Public transportation options are pretty good for Outer Richmond as they are throughout the San Francisco. You don't have BART or trolley service, but you do have MUNI (bus) lines allong all the major streets East-West parallel to Golden Gate Park on the south.
There is also a bike lane along Cabrillo if you are in to that kind of a commute. (It's actually a good street for it. Which I can't say of all the arteries chosen for bike lanes.)
