While the word "safe" is very subjective, I would consider Pacific Heights a "safe" neighborhood. I've been living, working, and playing in San Francisco for nearly my whole life, and I've never had any issues with Pac Heights. While it's mostly residential and contains some of the most expensive real estate in the city (and country), it is connected to Cow Hollow and Lower Pacific Heights, both of which are great neighborhoods as well.
