Palo Alto is pretty expensive all around. Close to $2000 for just any apartment. (East Palo Alta is basically a gang land though I've known people to live there without getting into any troubles just by using common sense.) Your best bet is to find an apartment under $1500 is to try Redwood City. Crime is below the national average and their are lots of apartment for under $1500. Also look for places in Menlo Park, though that is a little harder.
