Where can I find free test prep or tutoring center?
Like for high school students preparing for SAT's or ACT's or even just for tutoring. Anything free or reasonably priced?

The School District of Philadelphia offers free SAT and ACT prep courses for all of its students. They have incorporated an online system that assists high school kids in college preparation which includes testing as well as tutoring in all subjects.
The Free Library of Philadelphia provides free classes across the city at different branches throughout the week. Each branch has a different schedule of courses and classes that help with SAT and ACT prep. You would have to contact your local branch for dates and times.
