I have always been a fan of Settlement Music School. Growing up, I attended for flute lessons.

There's a lot of Russian people who offer free music lessons. If you call the Word of Life church on Street Road, they have professional pianists who live in Philadelphia and teach lessons. I don't know their rates, but they are reasonable I know for sure.

There is a music school near Frankford and Grant. It teaches piano, but they include free voice lessons too. The price is pretty reasonable at $20.00 for an hour.
