Is there any hope for Chapel St?

Prahran, VIC 3181 is located within the Stonnington local government area, part of the Melbourne (Greater) Region in Victoria.

It used to be the absolute best street you could be in for fashion, food and fun. What's happened to it? I genuinely feel unsafe there now and there are so many empty shops. What's the alternative.
